This airline originally began flying in May 1984 as Catalina Commuter, an on-demand air-taxi service which operated between Orange County Airport and Catalina Island. It ceased operations in September. The owners formed Resort Commuter and applied for scheduled authority. It planned to operate Cessna 402s from Orange County to several points in California, as well as Bullhead City and Ensenada, Mexico. It received certificate authority on September 27, 1985. In 1986 it began operating as a Trans World Express carrier. In May 1988 it began flying between Los Angeles and Baja California using a Convair wet-leased from Westates Airlines. Reliability issues forced it to switch to a DC-9-10 operated by Sunworld, It later used Convairs wet-leased from Air Resorts, but pulled out of the Mexico market in early 1989. On November 1, 1988 it started flying as a Pan Am Express carrier with its Twin Otters. The company filed for bankruptcy on November 17,1989 and ceased operations on November 22.
