Combs began operations as an FBO, but in the mid-1960s began what would become an extensive air cargo operation in the Rocky Mountain states. Became Combs Airways on September 15, 1967. By 1983 it operated 24 Aero Commanders and 10 Convair 440s. In 1983, it applied for commuter authority to operate Convair 580s for Frontier Airlines. It received FAA authority on October 7, 1983, and CAB approval on October 14. It began Frontier Commuter operations on October 17. Combs filed for bankruptcy on April 9, 1984, and company continued to operate until July 13, 1984, when ITR Airlines assumed some of its assets and took over the Frontier Commuter operation.
