NPA Inc. began operations on July 27, 1987, as a United Express carrier. Established by WestAir Holding, Inc., British Aerospace, and United Airlines following the end of United's partnership with Horizon Air after Horizon was acquired by the Alaska Air Group in 1986. NPA was owned by WestAir Holding, Inc., which also owned California-based WestAir Commuter Airlines, another United Express partner. NPA operated primarily from hubs at Seattle and Portland, serving regional destinations across Washington, Oregon, Idaho, and Montana.
The airline's fleet initially consisted of British Aerospace Jetstream 31 turboprops, later supplemented then replaced by Embraer EMB-120 Brasilias. By 1989, NPA had expanded to serve 15 destinations, including Spokane, Bellingham, Eugene, Boise, and Medford.
In 1991, NPA was merged into WestAir Commuter Airlines as part of a consolidation effort to streamline United Express operations under WestAir Holding, Inc.
